Trouble snapping to model space objects while in layout view

In some drawings, I am able to snap to items that are in the layout tab, and others, I can't. Is there a variable or something that permits one drawing to work and another to not work? Specifically, I am trying to dimension a model space object while in the layout view. But in order for this to function correctly, I need to be snapping through to the model space entities.
